NOVA SAGITTARII 1978
     Y. Kozai, Tokyo Astronomical Observatory, telexes that M.
Honda, Kurashiki, has discovered another nova as follows:

     Apr.  7.79306   18 30.3     -20 07       10

A spectrogram (105-cm Schmidt telescope, 2o prism, IIa-O emulsion)
taken on Apr. 10.784 UT by H. Maehara, J. Jugaku and H. Kosai at
the Kiso Station shows Balmer lines in emission.


ULTRAVIOLET SPECTRUM OF SUPERNOVA REMNANT
     P. Benvenuti, European Space Agency IUE Observatory, and S.
D'Odorico, Asiago Astrophysical Observatory, communicate: "A bright
filament of the Cygnus Loop has been observed with the short-wavelength
spectrograph on the IUE satellite.  On the 3-hr exposure
several emission lines appear, the strongest being C III 1909 A.
Other features are Si III 1895 A, O III 1661 A, He II 1640 A, C IV
1550 A and N V 1239 A.  A continuum is also clearly detectable."


NGC 1851
     E. Bajaja and E. M. Arnal, Instituto Argentino de Radioastronomia,
report that an appreciable amount of neutral hydrogen was
detected from NGC 1851 during 21-cm observations made on Mar. 7.
The H I mass was (1.4 +/- 0.5) x 10**3 Msol, the mean velocity 295 km/s
and the dispersion 24 km/s.


NOTICE CONCERNING TELEGRAMS
     Subscribers to these Circulars are advised that significant
changes are shortly to be made in the manner in which our telegrams
service is handled.  These changes will, we hope, lead to improvements
in both speed and accuracy.  The number of different categories
of telegram is being reduced from seven to five; two will
refer to discovery announcements of bright comets and novae, the
remaining three to follow-up observations and announcements of faint
comets and novae.  Mailgram service is also now available (in North

urgent announcements should contact the Central Bureau for details.
