Discovered by D. Denisenko (SAI MSU) on the unfiltered survey images (60 sec exposures, limiting magnitude 19.5) obtained on 2013 Nov. 01.809-01.811 UT with MASTER-Tunka robotic telescopes (0.40-m f/2.5 reflector + 4Kx4K CCD). The new object is located at R.A. = 08h06m59s.02, Decl. = +46o08'11".6 (J2000.0), which is 8.7" east and 10.4" south of the center of the galaxy PGC 22774. D. Denisenko, E. Gorbovskoy and V. Lipunov report that nothing is visible at this position of MASTER-Tunka unfiltered image on 2012 Jan. 27.6565 UT (180 sec exposure, limit 20.0m). This transient was observed on 2013 11 06.025 by Gianluca Masi, Francesca Nocentini and Patrick Schmeer, remotely using the 14"-f/8.7 robotic unit part of the Virtual Telescope Project facility in Ceccano, Italy. 120-seconds exposures, unfiltered, show the source at mag. 18.2 (R mags for the reference stars from UCAC-4). We also performed astrometry, getting the following end figures: 59.06s; 11.01" (J2000.0, mean residuals of 0.2" on both axes).
