Discovered by K. Itagaki, Yamagata, Japan, on an unfiltered CCD frame taken on 2013 December 28.858 UT using 0.50-m f/6.8 reflector at the Takanezawa station, Tochigi-ken, under the limiting magnitude= 18.5. PSN was found on two frames after his searching finished. Nothing is visible at this location on his past frames and verifying was done on a frame (limit mag.= 19.0) taken on 2011 April 6.614 UT using 0.60-m f/5.7 reflector + unfiltered CCD at Yamagata, however no recent frame.
