Discovered by K. Itagaki, Yamagata, Japan, using 0.50-m f/6.8 reflector at the Takanezawa station, Tochigi-ken, under the limiting magnitude= 18.5 who writes nothing is visible at this location on his past frames and verifying was done on a frame (limit mag.= 19.0) taken on 2011 March 31.554 UT using 0.60-m f/5.7 reflector at Yamagata but no recent frame. This PSN was confirmed on the following frames and shows no motion during his confirming.

Mag.=16.9, R.A.=11 50 00.18 Decl=+21 20 17.4 (UCAC4), remotely using a 0.25-m f/3.4 hyperbolic astrograph + unfiltered CCD (SBIG ST-10XME) at the RAS Observatory near Mayhill, NM, U.S.A.. Position and magnitude were measured on an image composed from 6-frames which were taken by each 120-seconds exposure under the limiting magnitude = 17.5. Observer T. Yusa, Osaki, Japan.
