Andrew, Herzberg Institute of Astrophysics, report the detection of strong radio flaring from the RS CVn-binary HR 1099 with the 46-m telescope of the Algonquin Radio Observatory. The flare was first detected on July 19d14h45m UT with a flux density of ~ 0.5 Jy at 10.76 GHz; the flux density reached 1.2 Jy on July 21d09h30m. VLBI, x-ray and IUE observations are especially urged. V1057 CYGNI A. Kunert, Wilhelm Foerster Observatory, writes: "Six plates (Orwo ZU 2 emulsion) taken by U. Hopp, M. Kiehl and S. Witzigmann with the 30-cm f/5 astrograph at the Hoher List Observatory and centered on V1500 Cyg give a mean magnitude for V1057 Cyg of B = 12.8 +/- 0.1 at mean date 1978 July 30 (+/- 2d). The sequence used is the same as that of Gieseking (cf. IAUC 3364)." NEW GALAXY OF ThE LOCAL GROUP C. Kowal, Hale Observatories, reports the discovery of a dwarf galaxy which is probably a new member of the local group. It was found on Kodak IIIa-J plates obtained with the 122-cm Schmidt telescope at Palomar on July 25 and 26. The object has blue mpg ~ 17, has diameter ~ 90", and is resolved into stars. The galaxy is a few degrees from NGC 6822, at R.A. = 19h27m03s, Decl. = -17o47' (equinox 1950.0); it is also faintly visible on a blue Sky Survey plate. 9 CEPHEI S. P. Tarafdar, K. S. Krishna Swamy and M. S. Vardya, Tata Institute of Fundamental Research, Bombay, report: "Circumstellar CO lines around 9 Cep, a B2Ib-type star having E(B-V) ~ 0.47, have been observed in the ultraviolet spectra obtained by the International Ultraviolet Explorer. The lines show an average short-wavelength shift of 445 km/s with respect to interstellar lines, implying a rate-of-mass-loss => 8 x 10**-11 Ms per year.
